CNMI Department of Labor Strengthens Safeguards Against Fraud and Human Trafficking with New Business Verification Policy

Saipan, CNMI — The CNMI Department of Labor (DOL) announces the implementation of its new Business Verification Policy, designed to ensure that only legitimate and lawfully registered businesses may post Job Vacancy Announcements (JV As) on the official DOL website and Job Board.

The updated requirements aim to protect workers and the integrity of the CNMI labor system by preventing the misuse of the DOL’s online platform for fraudulent employment activities or human trafficking schemes.

“Our job board is a trusted public platform connecting jobseekers and employers. This policy reinforces our commitment to safeguard that trust and ensure all postings represent legitimate employment opportunities,” said Secretary of Labor Leila Fleming Staffler.

Key Requirements

Under the new policy, all businesses must undergo verification before being authorized to post job openings on the DOL website. Employers are required to submit:

  • A valid CNMI Business License, including all relevant endorsements; and
  • A valid Federal Employer Identification Number (EIN) confirmation letter issued by the IRS.

Businesses must also provide updated documents whenever their license or EIN information changes. Unverified or noncompliant businesses will be denied access to post JV As. Any entity found engaging in fraudulent activity or human trafficking will be permanently banned and reported to the appropriate authorities.

Ensuring Accountability and Transparency

The policy introduces a standardized verification process managed by DOL’s Employment Services Division. A secure database of verified employers will be maintained to ensure continued oversight and transparency.

“We are taking proactive steps to ensure that no one uses our system to exploit vulnerable workers,” Secretary Staffler added. “This is about protecting our people and ensuring businesses operating in good faith can hire responsibly.”

Employer Support and Training

To promote compliance, DOL will provide annual training and technical assistance to employers and human resource professionals. These outreach efforts will help businesses understand verification requirements and maintain good standing with the department.
