CNMI Department of Labor Reminds Businesses: Updated Certificate of Good Standing Requirements Now in Effect

The CNMI Department of Labor (DOL) reminds the business community that the updated Certificate of Good Standing (COGS) requirements are now in effect as of January 2026.

These updates follow a comprehensive policy review aimed at reducing redundancy in documentation while strengthening compliance, particularly in the area of workplace safety and employee protection. The revised requirements are intended to streamline the COGS process and support responsible employment practices across the Commonwealth.

COGS requirements that remain unchanged include:

  • Request letter addressed to the Secretary of Labor or Designee
  • Copy of valid Business License(s), if applicable (government agencies are exempt)
  • Letter of Compliance from the Department of Finance (not older than three months)
  • Employer’s Quarterly Withholding Tax for the most recent three quarters

New requirements now in effect:

  • Certificate of Compliance from the Department of Commerce Workers’ Compensation Office (not older than three months)
  • Certificate of Completion from the OSHA On-site Consultation Program (valid for one year)

The addition of the OSHA On-site Consultation requirement reflects DOL’s commitment to promoting safe and healthy workplaces. The OSHA On-site Consultation Program provides free services to employers and is available on Saipan, Tinian, and Rota, ensuring that businesses across all three islands have access to the program.

Businesses requesting a Certificate of Good Standing are encouraged to ensure all required documents are complete prior to submission, as incomplete applications cannot be processed and will result in delays.
