The CNMI Department of Labor (DOL) is issuing a correction to a previously released press statement regarding the Certificate of Good Standing.
The Department clarifies that the Certification from the Workers’ Compensation Office within the Department of Commerce is valid for one (1) year, not three months as previously stated. This one-year validity is consistent with the other newly added requirement, the OSHA Onsite Consultation, which is also valid for one (1) year. We regret the misprint and appreciate the public’s understanding.
The Certificate of Good Standing is an important compliance document issued by the CNMI Department of Labor that verifies an employer is meeting required labor-related obligations under CNMI law. This includes compliance with employment reporting requirements, workplace safety standards, and other statutory protections designed to safeguard workers’ rights.
The purpose of the Certificate of Good Standing is to:
● Ensure workers are employed by businesses operating in compliance with CNMI labor laws
● Promote safe and lawful working conditions
● Encourage employer accountability and fair labor practices
● Support accurate workforce data collection that informs labor policy and economic planning
By requiring certifications such as Workers’ Compensation coverage and OSHA Onsite Consultation, the Department strengthens protections for employees while helping employers proactively address workplace safety and compliance issues.
As part of its FY2026 goals, the Department of Labor is prioritizing improved compliance across the Commonwealth, particularly in the submission of the Census of Employment (COE), which provides critical data on the CNMI workforce and economy.
In support of this effort, the Department recently conducted business outreach on the island of Tinian, meeting directly with employers to share updated policies, explain Certificate of Good Standing requirements, and emphasize the importance of timely COE submissions. This outreach allowed businesses to ask questions, receive clarification, and better understand how compliance supports both workers and the broader community.
The Department will continue this outreach effort on Rota on February 26 at 9AM at Puesto Grill. DOL staff will meet with local businesses to provide the same guidance, policy updates, and technical assistance.
The CNMI Department of Labor remains committed to working collaboratively with employers across Saipan, Tinian, and Rota to improve compliance, protect workers’ rights and safety, and ensure consistent, transparent labor standards throughout the Commonwealth.
