Saipan, CNMI — The CNMI Department of Labor (DOL) informs all employers that, due to the widespread impacts of Super Typhoon Sinlaku, the submission deadline for the Census of Employment (COE) for the First Quarter (Q1) of Calendar Year 2026 has been extended.
The original Q1 submission deadline of April 30, 2026, is now postponed and aligned with the Second Quarter (Q2) reporting deadline. Employers must submit both the First Quarter and Second Quarter 2026 Census of Employment reports no later than July 31, 2026.
To ensure the integrity and accuracy of CNMI workforce data used for economic planning, labor market analysis, and policy development, employers are reminded that each quarter must still be completed and submitted separately. Employers should report employment information specific to each individual quarter so the data remains representative of actual workforce conditions during that reporting period.
The Census of Employment is an important labor market reporting tool authorized under CNMI labor regulations and helps provide near real-time workforce data used by government agencies, businesses, educators, and policymakers. Accurate reporting supports workforce planning, economic recovery efforts, and the development of employment and training strategies across the Commonwealth.
The Department recognizes the significant challenges many employers continue to face following Super Typhoon Sinlaku and appreciates the community’s patience and cooperation during the recovery process. DOL remains committed to supporting employers while maintaining the collection of critical workforce data needed to guide the CNMI’s economic recovery and future planning efforts.
Consequences of Non-Compliance
Employers who fail to submit their COE data by the deadline may be subject to follow-up enforcement actions and may be denied the Certificate of Good Standing issued by CNMI DOL. Beyond enforcement, non-compliance undermines collective efforts to maintain accurate and reliable employment data for the Commonwealth.

All completed COE forms must be submitted by July 31, 2026.
